In the current Yemeni context, there is significant public mistrust in the capacity of the official security sector in maintaining safety in local communities.  This mistrust is exacerbated by a vacuum of both formal and informal channels of communication between local government officials (both security and non-security) and their constituents.  As a result, activities to enhance dialogue between local communities and local government officials can make important contributions to improving the relationship between the security sector and local communities. When security officials have a clearer sense of the needs and concerns of their constituents, they are more likely to be effective in addressing local security issues, thereby improving community safety at the local level.  Furthermore, deepening the capacity of local security officials to comply with human rights best practices can enhance their perceived credibility and professionalism, also contributing to improved community safety.  The activities of the community safety programs are therefore designed to strengthen the channels of engagement between communities and their officials and to improve the human rights practices of those officials.

Main Goal

Strengthening Security at the Local Level in Aden, Taiz, Hadramout, Shabwa, and Marib

Objective 1: 
Boost the capacity and understanding of human rights, especially those relating to detainees for local security officials, including law enforcement officials. 

Objective 2:  
Enhance trust between local community members and local security forces through the creation of safe local forums, community dialogues, and governorate & national level roundtables. 
 
Objective 3: 
Restore basic security at the community level through local initiatives that generate additional support for local security officials and local communities.
